Scope
Effective management of information is a core need for NIH to be able to effectively fulfill its mission. The intent is to develop the overall vision for the governance structure including the identification of new governance bodies that may be required; updates to charters of existing organizations to accommodate new responsibilities and the allocation of decision authority across governance bodies and roles. This foundation will align with the strategic and day-to-day information governance objectives which help support the overall enterprise-wide initiatives such as reporting, metadata strategy and conceptual data model development.
Expected Value
A well enabled governance structure that includes appropriate decision making, eliminates ambiguity, and succinctly communicates scope, relationships to key stakeholders, and consumers of the EA artifacts.
2008 1st Quarter
Identifying the current stakeholders to capture their needs and requirements will provide a clear definition of roles and expectation of the governance structures and ensures the appropriate stakeholders are involved with the correct governance bodies. This effort will be critical in refining the governance structure that best fits NIHs’ needs.
2008 2nd Quarter
The stakeholder requirements provide the basis for creating the appropriate guidelines for decision making and understanding the gaps that exist in the current governance bodies. Defining the new governance structure will ensure the business participation to further NIH’s business goals and that compliance with NIH’s EA principles are aligned across all organizations, projects and applications. In addition to the governance structure, defining the governance tools and processes will be integral to this effort.
2008 3rd Quarter
By the end of this quarter, approval and the implementation of the defined new governance structure(s) is critical to ensure IT governance can be used as one of the levers to encourage change within NIH.
