Scope
The NIH HSPD-12 Technical Coordination initiative integrates the various IT efforts involved in the implementation of Homeland Security Presidential Directive/Hspd-12: Policy for a Common Identification Standard for Federal Employees and Contractors. This effort began by building a unified set of business process models that describe how NIH will process people and issue ID badges within the HSPD-12 construct, as defined by FIPS PUB 201: Personal Identity Verification (PIV) of Federal Employees and Contractors. The initiative is now focused on coordinating the development/enhancements/deployment of the component IT systems, identified in the business process models, to insure that they will work seamlessly together to support the defined NIH HSPD-12 business process. These individual IT efforts include: upgrades to the NIH Enterprise Directory (NED) being done within the Office of the NIH Chief Enterprise Architect, upgrades to the Background Investigation Tracking System (BITS) occurring within the Office of Research Services (ORS), deployment of a PIV Identity Management System (IDMS) under the Department’s HHSIdentity program, and interfaces to NIH’s Continuum and Pegasys Physical Access Control Systems (PACS) which are managed by Division of Personnel Security and Access Control.
Expected Value
The NIH HSPD-12 Technical Coordination initiative brings together a number on going IT efforts that will enable NIH to comply with the requirements of HSPD-12. Business process modeling, performed under this initiative, brought key stakeholders from physical security, IT, administrative officers, human resources and other related areas together to devise and agree upon a NIH-wide approach for processing people and issuing PIV badges. This cooperative effort will result in more tightly integrated business process and IT support systems, which in turn will streamline people processing through increased automation, better data sharing and significantly reduced redundant data entry.
2007 4th Quarter
- Complete upgrades of component IT systems and begin integration testing.
- Update all impacted IT Security Plans and prepare certification and accreditation (C&A) documentation for the integrated NIH PIV support system.
2008 1st Quarter
- Obtain Authority to Operate
- Begin pilot user acceptace testing
- Issue "production" PIV card
2008 2nd Quarter
- NIH PIV support systems are in full production
