Program Management Plan

2007 1st Quarter

  • Finalize NIH Enterprise Architecture Governance Strategy: The proposed NIH Enterprise Architecture governance strategy that has been developed will be refined, validated and submitted to the appropriate National Institutes of Health (NIH) governance bodies for approval.
  • Define NIH Enterprise Architecture Compliance Process: During this quarter, the NIH will develop a comprehensive process for ensuring compliance with the NIH Enterprise Architecture. This process will be developed in collaboration with NIH stakeholders and will describe the touch points between solution implementation efforts and the NIH Enterprise Architecture through the project lifecycle. The phased implementation of this compliance process will begin during the next quarter.
  • Define Service-Oriented Architecture (SOA) and Integration Governance Strategy: During this quarter, an initial strategy for the governance of NIH’s SOA will be developed. This governance strategy will define the criteria and participants for making decisions related to software services that can be shared across NIH and the infrastructure supporting SOA.
  • Implement Interim SOA and Integration Governance: As the longer SOA governance strategy described above is defined, an interim structure and process for the management of NIH’s SOA will be required. This effort will define the structure and role of an Integration Oversight Committee (IOC) that will guide the integration and SOA activities across NIH.
  • Begin Enterprise Architecture Repository Implementation: An enterprise architecture repository is a system that is used to house enterprise architecture products such as business and data models, and a database of applications and links and relationships between them and components therein. NIH has selected a repository product and the implementation of the NIH Enterprise Architecture repository will be initiated during this quarter.
  • Communication and Documentation
    • Training
      • EA 101: This course is currently being offered by Center for Information Technology (CIT) Training and is targeted to NIH staff members that are interested in learning more about the NIH Enterprise Architecture.
      • Enterprise Architecture Topic Series (EATS): The purpose of EATS is to provide topics of interest across NIH to educate NIH stakeholders about new ideas or concepts of enterprise architecture. This series of luncheon seminars occurs the first Thursday of every other month.
    • Monthly Newsletter: This e-newsletter contains information about current and planned happenings regarding enterprise architecture and topics of interest.


2007 2nd Quarter

  • Finalize SOA and Integration Governance Strategy: The SOA governance strategy described above will be finalized during this quarter and detailed governance processes will begin to be developed.
  • Implement NIH Enterprise Architecture Compliance Process: OCITA will begin to roll out the formal NIH Enterprise Architecture Compliance Process during this quarter. This roll out will be a phased transition that will allow NIH to realize the benefits of improved enterprise architecture compliance without creating an undue burden on implementation projects.
  • Populate the Enterprise Architecture Repository: Once an enterprise architecture repository has been purchased and installed, the next step will be to migrate business and data models, the application database, and other artifacts. Following the migration, mappings will be developed between the various artifacts to denote their respective associations.
