Business Process Models

Description

The Review Application for Fairness, Special Actions, or Advice (Council Review) models illustrate the grants business processes that enable a grant application to receive a second level of review once the peer review process has been completed. The models are organized into three states: 

  • As-Is: The models in this section are current state business processes.
  • To-Be: The models in this section are the desired future state business processes.
  • Transition Plan: The models in this section specify the business processes necessary to transition from current state to future state.


Each section contains a WHAT model and a HOW model. The WHAT model lists the business activities that must occur in order for the NIH to ensure a grant application has received a fair review. The WHAT model is presented in a hierarchical format in which the children support the parent activities. The HOW model integrates all dimensions (What, Which, Who, Where, When) into a single comprehensive model of how grant applications receive the second level of review. The HOW model captures the sequence of the activities, the dependencies between the activities, and the flow of information from one activity to another.
